Eze Introduction John Immerwahr recently wrote in the Journal of the History of Ideas, "While Hume is generally known as an enemy of prejudice and intolerance, he is also infamous as a proponent of philosophical racism." 1 I am intrigued by this suggestion that Hume's is a "philosophical racism"; (...) one wonders: how many brands of racisms are there? What does "philosophical" racism mean? Assuming that philosophical racism is something which we wish to take notice of, what part of Hume's philosophy sustains it? How much of Hume's philosophy may be affected by this, and how profound?On the surface it seems not to make sense to ask, for example, how profound Hume's "philosophical racism" is or how deeply racist his philosophical works may be. The question appears contrived because, currently, every reference in the literature seem to point to only a footnote: I am apt to suspect the Negroes and in general all other species of men (for there are four or five different kinds) to be naturally inferior to the whites. There never was a civilized nation of any other complexion than white, nor even any individual eminent either in action or speculation. No ingenious manufacturers amongst them, no arts, no sciences. On the other hand, the most rude and barbarous of the whites, such as the ancient GERMANS, the present TARTARS, have still something eminent about them, in their valour, form of government, or some other particular. Such a uniform and constant difference could not happen, in so many countries and ages, if nature had not made an original distinction betwixt these breeds of men. Not to mention our colonies, there are NEGROE slaves dispersed all over EUROPE, of which none ever discovered [End Page 691] any symptoms of ingenuity; tho' low people, without education, will start up amongst us, and distinguish themselves in every profession. In JAMAICA, indeed, they talk of one negroe as a man of parts and learning; but 'tis likely he is admired for very slender accomplishments, like a parrot, who speaks a few words plainly. 2This was added, between 1753 and 1754, to the essay "Of National Characters." It was also revised in the final edition of the Essays: Moral, Political and Literary, which Hume had prepared shortly before he died in 1777. 3 Meanwhile, the original version of "Of National Characters" was written in 1748.An equally reasonable point of view on the matter, however, is to show that, far from being philosophically unimportant or an after-thought, the footnote, both its addition several years after the original essay was written and its maintenance in the subsequent revisions by Hume, suggests that the ideas expressed therein were important to the author and, significantly, to the arguments of "Of National Characters." It is known that by 1770 James Beattie, in An Essay on the Nature and Immutability of Truth, in Opposition to Sophistry and Skepticism, had extensively criticized "Of National Character," specifically the note under consideration. Hume was aware of this and other criticisms and responded or commented on them in letters to friends, among other places. In a letter to his friend and publisher, William Straham, later published in London Chronicle (12-14 June 1777), Hume discussed dismissively criticisms from Thomas Reid and James Beattie, referring to the latter as "a bigoted silly fellow." 4 The fact that it survived Hume's multiple revisions and remained part of the Essays and was publicly defended from criticisms invites one not to dismiss this lengthy addition as marginal to Hume's thought but rather to determine why he might have felt it needed to be added in the first place, revised, and critically defended in what is now its definitive version. Relevant specific questions would be: why, of all other possible places (I have in mind, for example, a comparable essay "Of the populousness of ancient nations"), was the footnote added here? It is common knowledge among people of Igbo descent that indigenous Igbo proverbs play vital roles in speech, communication and exchange of knowledge and ideas among them. However, what may be uncommon knowledge is the fact that philosophy is the basic ingredient that savours Igbo proverbs with the taste for fertilizing ideas across cultural divides. With philosophy inherent in them, indigenous Igbo proverbs readily present itself as a cross-cultural media for educating people of African and non-African descents on the events, (...) achievements, myths and realities of especially the people of Igbo descent. This paper examines the philosophy of some indigenous Igbo proverbs. The paper concludes that indigenous Igbo proverbs, rich in philosophy, is the surest way of educating people of other descents about the realities of the Igbo people. They are better ways of countering fallacies and rumors emanating from foreign historians and foreign media about Igbo land in particular and Africa in general. Hence, they are veritable cross-cultural media with inexhaustible resources which need to be further explored. (shrink)

Abstract Could the ?analytic? approach take greater roots in the traditions of African Philosophy? In this contribution, I give an affirmative answer to the question. However, I also argue that the process requires a ?political will?, as it involves a clear acknowledgement of the historical impetus animating the very idea?and contemporary institutional existences?of African philosophy.

This book focuses on African metaphysics and epistemology, and is an exercise in decoloniality. The authors describe their approach to "decoloniality" as an intellectual repudiation of coloniality, using the method of conversational thinking grounded in Ezumezu logic. Focusing specifically on both African metaphysics and African epistemology, the authors put forward theories formulated to stimulate fresh debates and extend the frontiers of learning in the field. They emphasize that this book is not a project in comparative philosophy, nor is it geared (...) towards making Africa/ns the object/subjects of philosophy. Rather, the book highlights and discusses philosophical insights that have been produced from the African perspective, which the authors argue must be further developed in order to achieve decoloniality in the field of philosophy more broadly. Most nonhuman animals live on the terms imposed on them by human beings. This condition of being under the mastery of another, or domination, is what republicanism identifies as political unfreedom. Yet there are several problems that must be solved in order to successfully extend republicanism to animals. Here I focus on the question of whether freedom can be a benefit for individuals without a free will. I argue that once we understand the grounds that make freedom a desirable property (...) of choices, we can see how it is appropriate to predicate it of those made by any sentient agent. (shrink)

Wild animals probably have net negative lives. Christine Korsgaard rejects the view that we might engineer paradise by redesigning nature and animals so that they have the best possible existences. She believes the genetic changes required would not be identity-preserving, thereby causing animals to cease to exist. I argue, first, that paradise engineering is permissible. Many harms are caused by non-sentient natural entities and processes. Moreover, sentient animals can survive modifications compatible with their psychological persistence over time. In this paper, I discuss the question of partiality and impartiality in the application of triage. Triage is a process in medical research which recommends that patients should be sorted for treatment according to the degree or severity of their injury. In employing the triage protocol, however, the question of partiality arises because socially vulnerable groups will be neglected since there is the likelihood that the social determinants of a patient's health may diminish her chance of survival. As a process (...) that is based on the severity of a patient's injury, triage will be unfair, and hence negatively partial, to socially vulnerable people. Thus, I aim in this paper to show that the triage protocol fails as an impartial evaluative process because its only aim is to maximize survivability. I contend that: (i) triage would lead to the neglect of the social condition of patients or victims, and (ii) it will only serve the utilitarian purpose of maximization of outcomes which may not be justified in some cases. Nonhuman animals are unable to exert any direct control over the functioning of democratic institutions –the decisions of which, nevertheless, have a pervasive impact on their lives. Their interests are therefore likelier to be set back or unfairly discounted, and their choices are more vulnerable to arbitrary interference. Because of this, some authors have suggested that we ought to redesign our political institutions so that they are more responsive to the interests of animals. We argue that this strategy fails to (...) address the root of the problem, which is animals’ lack of robust political agency. We defend that, should it become technologically feasible, we have a pro tanto obligation, derived from the values that underpin democracy, to uplift, or radically enhance, the political agency of nonhuman animals, so that they can better participate in mass democratic politics, express their interests as they see them, self-organise to defend them, and hold their representatives accountable. Finally, we explain how our argument manages to resist the most important objections against animal enhancement and, in some cases, it does so better than alternative proposals based on the value of animal well-being. On expectation, most wild animals have lives of net suffering due to naturogenic causes. Some have claimed that concern for their well-being gives us reasons to intervene in nature on their behalf. Against this, it has been said that many interventions to assist wild animals would be wrong, even if successful, because they would violate their freedom. According to the Freedom-based Approach I defend in this paper, this view is misguided. Concern for wild animal freedom does indeed gives us reasons (...) to secure these animals against control-undermining interferences, but also to intervene in nature in order to enrich their choices. Most non-human animals live in the wild and it is probable that suffering predominates in their lives due to natural events. Humans may at some point be able to engage in paradise engineering, or the modification of nature and animal organisms themselves, to improve the well-being of wild animals. We may, in other words, make nature 'red in tooth and claw' no more. We argue that this creates a tension between environmental ethics and animal ethics which is likely insurmountable. First, (...) we argue that concern for the environment can be compatible with helping individual wild animals but should see redesigning nature as morally impermissible. Second, we argue that if we are concerned with animal well-being, we may reject that we have a duty to help wild animals even to the point of redesigning nature, but we must nevertheless concede that it is permissible to do so under certain circumstances. We show how this permissibility can be derived from three animal rights views: Tom Regan's, a novel account inspired by Thomas Pogge and a libertarian approach to animal rights. (shrink)

Emergency contraceptives may sometimes prevent implantation, thereby causing the death of the embryo. According to some positions contrary to abortion, because the embryo is a human animal, there are usually decisive moral reasons not to use them. In this article, I will show that objecting to the use of emergency contraceptives on those grounds is unjustified. If organisms are real existents, then according to the most plausible conception of what is required for a group of cells to compose one, the (...) embryo cannot qualify as a single organism. On the other hand, if organisms are virtual objects, then whether or not the embryo qualifies as one is morally irrelevant. I conclude that even if those positions are right about the morality of abortion, they are not entitled to oppose the use of emergency contraceptives. (shrink)

The invention of development as public discourse began with US President Truman’s 1949 speech that trumped up an illusion of global material prosperity based on a total restructuring of the ‘developing’ world on the model of development and material achievement of the West. Truman argued that this painful process was the only recipe for world prosperity. After decades of serious engagement on development discourse and multiple implementations of successive theories, the situation of the developing countries has not improved as rapidly (...) as expected. At the same time, the developed countries are experiencing various forms of financial crises. This article acknowledges the professionalisation of development discourse, and proposes humanising development discourse in Africa in the light of Christian anthropology. This vision of integral development promotes the common good on the basis of God’s love and respect for the uniqueness of the human person. (shrink)

In this chapter, I contend that conversational philosophy has benefited immensely from the particularist and universalist projects in African philosophy tradition. As a result, it has been able to overcome the lapses inherent in particularism, universalism and eclecticism/pluralism. I argue that conversational philosophy is a more robust approach than the above-mentioned approaches, which have the problems of uniqueness, aping of Western philosophy and vagueness, respectively. I claim that conversational philosophy conceives African philosophy not as a tradition peculiar to a given (...) place, nor as one that apes Western tradition, nor as an eclectic discipline enshrouded in vagueness; but as a philosophical tradition that is both selectively particular and universal in nature in which ideas are conceptualized using linguistic resources from African worldviews but with universal applicability. I conclude by demonstrating that the mechanism of conversational philosophy is one that carefully approaches discourse on African philosophy by borrowing a leaf from both the particularist vision and the universalist vision in order to establish the discipline of African philosophy as a tradition in its own right. This work is of the view that the question of being is not only a problem in Western philosophy but also in African philosophy. It, therefore, posits that being is that which is and has both abstract and concrete aspect. The work arrives at this conclusion by critically analyzing and evaluating the views of some key African philosophers with respect to being. With this, it discovers that the way that these African philosophers have postulated the idea of being is in (...) the same manner like their Western philosophers whom they tried to criticize. This work tries to synthesize the notions of beings of these African philosophers in order to reach at a better understanding of being. This notion of being leans heavily on Asouzu’s ibuanyidanda ontology which does not bifurcate or polarize being, but harmonizes entities or realities that seem to be contrary or opposing in being. What these two views revolve around is the question of the place of ethnophilosophy in African philosophy. Here, I focus on (...) two scholars who have sought to address this question. The first is Ada Agada, who opines that ethnophilosophy plays a foundational role to African philosophy. The other is Aribiah Attoe, who sees this view as a myth that must be done away with. In this paper, I show two things: first, I show that these two conflicting views arose due to both scholars’ failure to clarify their ideas of what makes a philosophy African. Second, I converse with Attoe on his critique of the foundational role of ethnophilosophy as a myth. Here, I contend that Attoe’s view is a misreading of Agada’s views and that Attoe’s position that critical rigor instead of ethnophilosophy should be the foundation of African philosophy is unfounded. My argument is that criticality is just one among other tools of philosophy; and a tool of philosophy cannot be its foundation. In this essay, an attempt is made to re-present African Communitarianism as a discursive formation between the individual and community. It is a view which eschews the dominant position of many Africanist scholars on the primacy of the community over the individual in the ‘individual-community' debate in contemporary Africanist discourse. The relationship between the individual and community is dialogical for the identity of the individual and the community is dependent on this constitutive formation. The individual is not prior to the (...) community and neither is the community prior to the individual. Contemporaneity explains this dialogic relationship and to argue otherwise threatens the individual's subjectivity to a vanishing point, or simply, to deny the individual a presence. On this trajectory, the politics of common good within the African value system can neither be described nor represented through consensus or unanimity but through a realist perspectivism or a worldview not held in abstraction from living traditions, cultures, and values that characterize the people of sub-Saharan Africa. Given that Enlightenment rationality developed in Europe as European nations aggressively claimed other parts of the world for their own enrichment, scholars have made rationality the subject of postcolonial critique, questioning its universality and objectivity. In _On Reason_, the late philosopher Emmanuel Chukwudi Eze demonstrates that rationality, and by extension philosophy, need not be renounced as manifestations or tools of Western imperialism. Examining reason in connection to the politics of difference—the cluster of issues known variously as cultural diversity, political correctness, (...) the culture wars, and identity politics—Eze expounds a rigorous argument that reason is produced through and because of difference. In so doing, he preserves reason as a human property while at the same time showing that it cannot be thought outside the realities of cultural diversity. Advocating rationality in a multicultural world, he proposes new ways of affirming both identity and difference. Eze draws on an extraordinary command of Western philosophical thought and a deep knowledge of African philosophy and cultural traditions. He explores models of rationality in the thought of philosophers from Aristotle, René Descartes, Francis Bacon, and Thomas Hobbes to Noam Chomsky, Richard Rorty, Hilary Putnam, and Jacques Derrida, and he considers portrayals of reason in the work of the African thinkers and novelists Chinua Achebe, Ngugi wa Thiong’o, and Wole Soyinka. Eze reflects on contemporary thought about genetics, race, and postcolonial historiography as well as on the interplay between reason and unreason in the hearings of South Africa’s Truth and Reconciliation Commission. This conversation is a revisit, a renewal of the key positions that have coloured the ethnophilosophy debate by the conversers who themselves are notable contributors to arguments for and against the importance of ethnophilosophy in the unfolding of African philosophy particularly in the last decade or (...) so. There are four key positions that have been argued for in the pages of this paper: ethnophilosophy is not African philosophy and it is useless and inimical to the growth of African philosophy and should thus be jettisoned – Matolino; ethnophilosophy is the foundation for African philosophy as it provides the raw materials for African philosophical discourse – Ogbonnaya and Agada; ethnophilosophy has some value for African philosophy but it is definitely not the foundation for genuine African philosophy the way criticism and rigours are – Attoe; and ethnophilosophy can be adequately conceived as African philosophy particularly in terms of its etymology as culture or race philosophy, dealing with a philosophical or critical reflections on, and exposition of, immanent principles in African thought – Mangena and Etieyibo. These conversers provide good arguments for the positions they hold, arguments that are of course, open for further interrogation. Two points can be concluded from the ethnophilosophy debate provided in this essay: the disparities in views among conversers it seems, stem ultimately from the understanding of ethnophilosophy that each converser holds, which varies from the notion of a method used at some point in the history of African philosophy, to an etymological understanding as culture philosophy; and the debate about ethnophilosophy in the spirit of any philosophical tradition remains a perennial one that is yet to be concluded. This essay investigates whether Conversational Thinking can suitably serve as a pedagogical approach for philosophy education in African schools (primary and secondary levels). We argue that there is a need to introduce and teach philosophy in schools in Africa. Additionally, we argue that it would be apropos to adopt a decolonial approach in developing such curricula, which, among others, could accommodate African approaches to philosophy. We contend that the promotion of African home-grown frameworks, such as Conversational Thinking can serve as (...) an appropriate decolonial strategy for philosophy education in parts of Africa. Our reason is that the proposed philosophy curriculum would train the emerging young generations in Africa to be critical, creative and innovative from African epistemic perspectives. This stems from the fact that Conversational Thinking is a strategy among others that can promote African culture-inspired approaches to knowledge that combine with basic thinking skills to offer truly African forms of epistemic liberation. Language and technology are both culture-bound. While technology arises from the needs of a particular culture, language helps in the storage, preservation, and transmission of both the culture and the technology from one generation to another. Language is one of man’s most powerful developmental tools. Language determines to a large extent how one’s thought processes and brain functionality are wired. It determines how one perceives, interprets, reconstructs, and transforms their immediate environment into a more conducive habitat. However, a fundamental problem (...) is that many learn and receive formal education today in the languages foreign to them. This, to some extent, hampers perception and understanding during instructional delivery, especially in areas where there is a discrepancy between the daily mode of communication and the official channel of academic instruction. The world would be richer if all people were to revert to their indigenous languages or to those of their earliest upbringing where they feel most natural and comfortable firsthand. The primary objective of this article therefore is to underline the irreplaceable and indispensable necessity of the need for academics and educational policymakers to prioritize once more the appropriateness of promoting as tools for teaching and learning, both the so called international languages and the indigenous ones. The immense spiritual density of local or indigenous languages provides them with such non-negligible keys for unlocking greater human potentialities over the ages in less time than their exclusion could ever achieve. The reality and severity of the COVID-19 pandemic question God’s omnibenevolence and omnipotence. Two questions that stare us in the face are a) is God omnibenevolent given the current reality? b) is God omnipotent? This paper addresses these questions from the African place using the African theory of duality and its underlying logic, Ezumezu. We argue that the reality of the COVID-19 pandemic and its adverse effects (such as death, hardship and social isolation) do not negate God’s benevolence and powerfulness. (...) We assert that while the current reality cannot sustain a defence of the traditional theistic qualities of omnipotence and omnibenevolence, the notions of a powerful and benevolent God are not necessarily undermined by the reality of Covid-19. In the light of the African theory of duality and Ezumezu logic, we contend that the COVID-19 pandemic brings out the argument that inherent in God’s benevolence is wickedness and inherent in God’s powerfulness is weakness. This paper argues that the dominant discourse on cosmopolitanism has largely focused on its constitutive character while ignoring its substantive essence. While recognizing the contribution made by other intellectual traditions, the paper argues that none of the approaches have yet answered basic questions of how to live with the stranger beyond the requirement of the law. The paper is also critical of those versions of cosmopolitanism that privileges subjective preference to members of our community over the stranger, or that advocates (...) eradication of boundaries as key condition for cosmopolitanism. The paper champions subjective equality through dialogue as a key condition for cosmopolitanism. Subjective equality on the other hand defines our terms of global justice. (shrink)

Strategies for reducing the effect of climate change have regularly been made without experimental foundations and adequate information on farmers’ vulnerability to climate change in the study area. Thus, integrated farmers’ vulnerability assessment approach was employed by classifying socioeconomic and biophysical indicators of vulnerability into adaptive capacity, sensitivity and exposure to determine the (...) farmers’ vulnerability to climate change. This is based on the Intergovernmental Panel on Climate Change’s definition of vulnerability. The study adopted a survey design and the method utilized for the study was questionnaire administered to 400 households in the study area. The results indicate that the farmers’ vulnerability was low in zone A with a mean index of 2.86, very low in zone B with a mean index of 3.74, and high in zone C with a mean index of 1.95. It is recommended that measures should be taken to integrate climate change adaptation into Niger State development process. BackgroundPatients’ satisfaction arises from their appraisal of experience in hospital services and measuring patients’ satisfaction in hospital has become a global phenomenon. To improve on patients’ satisfaction, radiographers have to imbibe the right ethical attitude in their conduct while discharging duties to patients during radiological examination. The objective of this study is to understand from the patients’ perspective the ethical conduct of radiographers and radiology nurses that constitute factors in patient satisfaction during routine radiological examination. The rationale of the study (...) is to use the findings to improve radiological service delivery and improve on patient satisfaction.MethodsThis is a cross-sectional descriptive study in which 300 respondents in two hospitals were surveyed to ascertain their satisfaction with the ethical conduct of radiographers and services provided by radiology nurses in the department. The data was analyzed using descriptive statistics at 95 % confidence interval for mean scores and Z-values.ResultsThree hundred patients responded to the survey which comprised of 145 patients from the public hospital and 155 patients from the private hospital. Radiographers fell short in some ethical/professional conduct as in informed consent before treatment ; radiographers’ not explaining his/her experience, expectation, knowledge and equipment procedure. However, they did well in some aspects including observation of professional boundaries with patients during treatment and equity in treatment for the patients during the radiological examination. Some services provided by staff members in the department also fell short of patients’ expectation and satisfaction including explanation of what to expect during the exam, whereas they did well in their level of courtesy to patients. There was a significant difference in the satisfaction level experienced by patients at both hospitals in favour of the private hospital.ConclusionsThere is an urgent need for improved ethical/professional conduct of radiographers and general service delivery in the radiology departments of the hospitals where this investigation was carried out to enhance patient satisfaction. Government has to improve the curricular of service providers in radiology service in the university to include ethical/professional conduct and patient/provider relationship. (shrink)
